Dr. Joy Lucas
Upstate Animal Medical Center
Dr Joy Lucas was born in Wellston, Ohio. She graduated from Ohio Dominican College with a BS in Biology and Chemistry in 1990. She worked at the Columbus Zoo with Jack Hanna from 1987- 1990. Dr. Lucas graduated from the University of Tennessee College of Veterinary Medicine in 1994 with special recognition of superior academic performance regarding non-domestic animals.
She was an animal keeper for 32 exotic cats from 1990-1994. Dr. Joy completed post-graduate advanced training in exotic animal medicine and surgery, small animal internal medicine and surgery, and advanced diagnostics in Akron, Ohio in 1995. In her first job, Dr. Lucas ran the exotic animal service at Shaker Veterinary Hospital from 1995- 2000. She started an exotic animal medical and surgical service, and advanced diagnostics service at Upstate Animal Medical Center, in 2000. She purchased Upstate Animal Medical Center in 2001. Dr. Joy started the "ZU fund" in 2002 in honor of her best friend and veterinary companion "ZU," who saved her life in an armed carjacking incident in 1997. The "ZU fund" helps support Safe Pet Partnership, a division of Wellspring (formerly DVRC). Dr. Lucas also provides medical and surgical care to wildlife free of charge to Good Samaritans and rehabilitators. Dr. Joy shares her home with her two dogs: Possum and Britton; four cats: Bryce, Ruby, Smitten and Amigo; her parrot Hebbie and various rehabilitating wildlife animals. Dr. Joy is proud to claim Saratoga Springs as her home because of the animal-loving people who reside here.

Hope Plavin is Director of Strategy & Health Policy at UnitedHealthcare Community & State. In her current role, Hope provides policy guidance and support to Business Development, Health Plan, and Product Leadership, among other Senior leaders in UnitedHealthcare Community & State. Her support extends throughout the Northeast Region where she provides expertise in areas including Value Based Purchasing to State Medicaid Waivers, Federally Qualified Health Center and Safety Net System Incentives, Behavioral and Public Health Integration with Physical Health Care, and School-Based Health Centers.
Hope has a strong background in health care. Prior to this role, she served as Director of the New York State Health Innovation Center within the New York State Department of Health. Here she was responsible for the implementation of the state’s Health Innovation Model. Before becoming Director of the Health Innovation Center, Hope held a number of other leadership positions within the New York State Department of Health including Director of the Division of Quality and Patient Safety, Director of Policy in the Office of Public Health and Director of Policy for the AIDS Institute.
